Why do people say they will do things

dreamflower...when they have *no* intention of following through?
Last week, we had some workmen come and start work. They did pour the concrete, and get the walls fixed in the sewing room, but...
The contractor told us that Monday the framing would be done on the back porch. He finally got around to delivering materials, but no workers ever showed up.
Tuesday, they showed up about 1PM, and gee whiz, they worked until 3:30 before they knocked off for the day. *ONE* wall framed out. *ONE*!! A three and a half hour work day, lovely.
The weather, by the way, was perfect Mon. and Tues.
It's almost 11AM--no one's showed yet, though the contractor came by last night to get $400 from us, and promise that *TODAY* the rest of the porch would be up and they'd be started on roofing. It's *supposed* to rain today, but it's been nice so far--if they'd been here early enough, they might could have done what he said, but *NOW*? *sigh* Not @#$%#@$&* likely!
And the worst is I can't settle to anything, because I don't know--they *could* show up any minute...or not.

I'm so discouraged, and yes, a little bit ticked as well.
