Well my first thought was three hobbits plus one hobbit plus Strider and Bill plus glorfindel and Horse then Frodo's flight to the ford. But that leaves out hobbit ponies and Tom and the River Daughter so do I need to think again?

You were right, but then got overanalytical; the hobbit ponies and Bombadil did not travel with the hobbits. (Well, I guess the ponies did just a little bit).
